Resupply / Repair

- Resupply:
Fully restores a unit's fuel and ammunition.

- Repair:
Restores a unit's HP and craft count.
The amount restored at one time depends on the size of the unit receiving the Repair command.
Repairing also resupplies the unit at the same time.
