Occupy / Liberate

- Occupy:
This command allows you to bring a facility, such as a base, under your control.
To use it, move a unit that can occupy onto occupiable terrain.
The facility is captured once its occupation level reaches the maximum.
If the occupying unit has reduced HP or fewer crafts, it will take more turns to capture the facility.

- Liberate:
This command is used to reclaim a facility that originally belonged to your forces. Liberate works the same way as Occupy.
